Trade with third countries in the context of EU customs rules is the activity of importing goods from countries outside the EU or exporting goods outside the EU. This process involves the release and movement of goods across the customs borders of the European Union, with the goods being subject to EU regulations at the border in terms of customs duties, taxes, border controls and regulations concerning safety, environmental protection and public health. Trading goods with foreign countries requires compliance with certain customs procedures and regulations, including declaring goods, paying taxes and duties, obtaining certificates and permits, as well as carrying out border controls. All of these activities comprising the release of goods are regulated by EU customs rules, which set out, among other things, customs rates, the obligation to account for VAT, criteria for the movement of goods and other requirements.
Foreign trade in goods – regulations
The importation of goods in the context of customs regulations means the entry of goods from third (non-EU) countries into the territory of the European Union. Exporting abroad, on the other hand, is the export of goods outside the territory of the European Union within the meaning of the Union Customs Code. According to the Customs Code (Regulation (EU) No 952/2013 of the European Parliament and of the Council of 9 October 2013), both of these operations require the submission of the relevant declarations, which are one of the documents necessary to carry out these procedures. The admission of goods to foreign trade is governed by trade agreements between the European Union and other countries. These agreements set out trade preferences, such as lower tariffs or duty exemptions, which can affect the cost of importing and exporting goods.
